To make a simple, easy to make webpage, webpage "editors" are a good way to go. But to really make a badass fat-as-hell page, you need to start learning HTML. This is the key to the business. It's more dynamic than an editor, and you can deal with the raw HTML code. This allows use for Java scripts, hit counters, and anything else that requires you to insert coding into your page. Frames are a good and versitile way to go, but they can be very tricky and can turn you upside down.
Advertizing your site is useful because it lets people know about your site and what material they might be interested in. It also tells people that it exists. Some places where you might be able to get some advertizing is Link Exchange. Here you give them your site banner and they put it in their cycling and you put banners on your site for other people. Getting your friends to link to your site is good, too, because people on their site can go to yours. Send e-mails to people encouraging them to visit your site.
Publishing can be hard, especially through FTP. I still haven't gotten the hang of FTP yet. But Fortune City makes it easy for me. Servers like Tripod and Geocities have their own way of easy publishing. When doing so, you want to find a server that offers you a suitable amount of webpage space so you have room for all of your site to be posted. Fortune City offers 20 MEG. That is the most I've been able to find here, so it's been byfar the best server I've ever been on. Most servers require that you put a banner or advertizement of some sort on your site in turn for your webpage space. Geocities has their watermark sign, and Fortune City, as you can tell, has some fatass banners they post on all of your pages. It sucks, but yet a small price to pay for 20 meg. I encourage you to join Fortune City(no, I am not made or paid to say this) because of it's 20 meg and easy uploading/publishing features. They only problems are the banners and the long URLs, but you can join Expage as I have to get a URL such as http://www.expage.com/page/biohazard. This is my shortcut to this page. Your site requires alot of mantinence to keep it as current as tomorrow, that's why you need to come up with new ideas and update like, once a week.(I do) It's not as hard as you think. Just make some changes, add some stuff, and there ya go. Remember, nobody wants to visit a site from 1990 with no updates. It all just gets old to the viewer, and it's nothing they haven't seen. A good tool to use is Listbot. It is a free mailing list that sends out emails to everyone registered to your list. It's great. WARNING! DO NOT use Link Exchange's FastCounter! It resets your numbers and screws with your page! Never use it! Guestbooks are also a good source for feedback.
You have to worry about cross-browser compatibility, especially with Java and frames. Most good and useful Java scripts only run in Internet Explorer 4+(the better browser) and Netscape 4+. Also, if you have an older browser, it might not be able to handle frames. You have to worry about this and try to design your site as compatable with all browsers as possible. If you have frames, make a non-frames page like I have. If you have a shitload of Java, make seperate pages for Netscape and IE. Your goal is to reach as many people as possible. Doing these things will help you along the way.
